Racial Patterns in State Trends in Prison Admissions 1983-2003: Drug and Non-Drug Sentences and Revocations<\/h2>\n

From the National Corrections Reporting Program (NCRP) data, we have\u00a0produced graphs showing the racial trends in prison admissions 1983-2003\u00a0for the 32 states that participated in the NCRP. Prison admissions are\u00a0distinguished according to whether they are new sentences or revocations\u00a0and whether the the offender’s governing offense is a drug crime or some\u00a0other kind of crime. These graphs are useful for understanding the historical\u00a0trends that contributed to today’s patterns. There is always a lag of\u00a0several years before NCRP data is available to the general research community\u00a0for analysis. This information is provided in three Adobe Acrobat PDF\u00a0files, one relatively small and the other two large.<\/p>\n\n\n\n\n\n\n\n

Introduction\u00a0and National Graphs<\/strong><\/a>

This\u00a0report shows how the “drug war” was the main source of the\u00a0increase in Black incarceration, first through drug sentences and\u00a0then through revocations of drug offenders. The report also explains\u00a0the terms and methodology relevant to understanding the graphs in\u00a0the two larger files.<\/td>\n		\"\"<\/a><\/td>\n<\/tr>\n
All state graphs<\/strong><\/a>
\n(PDF file is 255 pages, 2.4 MB) for 32 states, one at a time, 15 graphs\u00a0on 8 pages per state, both comparing races within admission types\u00a0and comparing admission types within race. Comparisons of state rates\u00a0and disparity ratios across time. <\/strong><\/a>
\n(PDF file is 58 pages,\u00a02.3 MB). Each graph shows all states across time for a given race and\u00a0admission type. For each graph, there is the original and a “close\u00a0up” that eliminates extreme cases to make it easier to see the\u00a0patterns for other states. High-resolution color graphics look good\u00a0on a screen, are easiest to read in color but are legible when printed\u00a0in monochrome.<\/td>\n		\"\"<\/a><\/td>\n<\/tr>\n
Individual State Graphs<\/strong>. (Each PDF\u00a0file is 8 pages, about 80KB.). Participation in the NCRP is voluntary.
\nWe have data for 32 states. In some cases, state data are incomplete. \u00a0If information is missing from a graph (or in some cases, if a graph\u00a0is missing) this is because the information is unavailable for that\u00a0state from the NCRP. If a state is not listed, we do not have data\u00a0for it. You will need this “Introduction”<\/a>\u00a0file for explanation about the graphs if you did not download the\u00a0national graphs. The introductory material is exactly the same in\u00a0this introduction file as in the national graph file. All of these\u00a0files are included in the “All state graphs” file (StateGraphs.pdf)\u00a0above.<\/p>\n
