Michael Collins is faculty director of the <a href=\"http:\/\/cfs.wisc.edu\/\">Center for Financial Security<\/a> at the University of Wisconsin, Madison. He is the Fetzer Family Chair in Consumer &amp; Personal Finance in the\u00a0<a href=\"http:\/\/www.sohe.wisc.edu\/\">School of Human Ecology<\/a>,\u00a0a Professor at\u00a0<a href=\"http:\/\/www.lafollette.wisc.edu\/\">the La Follette School of Public Affairs,<\/a>\u00a0a family economics specialist for the Division of Extension, and an affiliate of the <a href=\"http:\/\/www.irp.wisc.edu\/index.htm\">Institute for Research on Poverty<\/a> and <a href=\"http:\/\/www.ssc.wisc.edu\/cde\/\">Center for Demography and Ecology<\/a>.<\/p>\n<p>Collins studies consumer decision-making in the financial marketplace, including the role of public policy in influencing credit, savings and investment choices.\u00a0 His work includes the study of financial capability with a focus on low-income families. He is involved in studies of household finance and well-being supported by leading foundations and federal agencies. In 2015, Palgrave Macmillan released a book Collins edited called<a href=\"http:\/\/www.amazon.com\/Fragile-Balance-Emergency-Resources-Low-Income\/dp\/113748781X\" target=\"_blank\" rel=\"noopener\"> <em>A Fragile Balance: Emergency Savings and Liquid Resources for Low-Income Consumers<\/em><\/a>.<\/p>\n<p>Collins brings nearly a decade of applied experience to his research. He founded <a href=\"http:\/\/www.policylabconsulting.com\/\">PolicyLab Consulting Group<\/a>, a research consulting firm\u00a0working with national foundations and government agencies, and co-founded <a href=\"http:\/\/springfour.cc\/\">SpringFour<\/a>,\u00a0an online database for mortgage servicers and counselors. He also worked for <a href=\"http:\/\/www.neighborworks.org\/\">NeighborWorks<\/a> America (Neighborhood Reinvestment Corporation) and <a href=\"http:\/\/govinfo.library.unt.edu\/mhc\/\">the Millennial Housing Commission<\/a>.<\/p>\n<p>He holds a Masters from the <a href=\"http:\/\/www.hks.harvard.edu\/\">John F.
